Electric Scooters in France
The rules, where you may ride, equipment and insurance
France has a clear framework for electric scooters, and it differs from both the UK and the Netherlands.
The rules
Personal light electric vehicles are permitted on public roads, limited to 25 km/h. Riders must be at least 14 years old, and carrying a passenger is prohibited.
Riding on pavements is prohibited unless a local authority specifically allows it, with fines for doing so. Headphones while riding are also prohibited.
Where you may ride
Cycle lanes where they exist, otherwise roads with a speed limit up to 50 km/h in built-up areas. Local rules vary between cities, including parking restrictions, so check the commune's own regulations.
Equipment
Front and rear lights, reflectors, a bell and working brakes are required. A helmet is compulsory for under-12s and strongly advised for everyone, since head injuries are the most common serious injury.
A reflective jacket is required at night or in poor visibility outside built-up areas.
Insurance
Third-party liability insurance is compulsory for these vehicles in France, and riding without it is an offence. Check whether household cover extends to it rather than assuming.
Riding safely
Small wheels are unforgiving of potholes, tram rails, wet drain covers and kerbs, and most injuries involve a fall rather than a collision. Slow down for anything uneven and take kerbs straight on.
Use lights in daylight as well, since scooters are low and easily missed at junctions.
Parking
Many French cities restrict where scooters may be parked and fine for blocking pavements. Fold it and carry it where signs require.
Buying one
Check the motor rating and speed limiter, the brake type, the tyre size and whether lights are fitted as standard. Solid tyres never puncture and transmit every bump; pneumatic tyres ride better and need pressure checks.
Check the weight if you will carry it up stairs or onto a train.
Public transport
Rules on carrying scooters on trains and buses vary by operator, and some prohibit them entirely after fires. Check before relying on it.
Register the serial number and photograph the scooter in case it is stolen.
Maintenance
Check brakes, tyres and the folding mechanism before every ride, and keep the stem clamp tight, since that is what fails most often. Keep the deck and brake surfaces clean.
Have anything structural repaired professionally rather than improvised.
Battery safety
Use only the supplied charger, charge on a hard surface while awake and present, and never in a hallway or blocking an escape route. Avoid cheap aftermarket batteries entirely.
Rules change, so check the current position before buying.
