Electric Scooters and German Road Rules

What is legal, insurance and licensing, where you may ride and safety

Electric scooters are legal on German roads within a specific framework, and riding one outside it carries real consequences.

Germany requires an Allgemeine Betriebserlaubnis or equivalent type approval. The scooter must be limited to 20 km/h, have two independent brakes, a bell, front and rear lights and reflectors, and a handlebar of a specified type.

Scooters sold without that approval — including many bought online — may only be used on private land. Check for the approval documentation before buying rather than afterwards.

Insurance is compulsory

An insurance sticker, renewed annually, must be displayed. Riding without one is an offence and leaves you personally liable for any damage or injury caused.

Licence and age

The minimum age is fourteen and no driving licence is required. Drink-drive limits apply exactly as they do to cars, and losing a car licence through a scooter offence is entirely possible.

Where you may ride

Cycle lanes and cycle paths where available, otherwise the road. Pavements and pedestrian areas are prohibited unless signed otherwise, and this is enforced.

One rider only, no passengers, and no riding two abreast.

Safety

Helmets are not compulsory and head injuries are the most common serious injury in scooter crashes. Wear one. Small wheels are unforgiving of potholes, tram rails and wet kerbs.

Look well ahead, brake in a straight line, and assume drivers have not seen you.

Carrying and parking

Scooters may be carried on many public transport services subject to local rules, frequently folded and sometimes for a fee. Check before relying on it.

Park where a bicycle could park and not blocking a pavement or a doorway, which is where most complaints and fines come from.

Maintenance

Check tyre pressure, brakes and the folding mechanism before every ride, since these take a great deal of vibration. Tighten the stem clamp, which is the component that fails most often.

Riding in traffic

Position yourself where drivers can see you rather than hugging the kerb, signal clearly, and be particularly careful at junctions and around turning lorries. High-visibility clothing and working lights matter more than on a bicycle, since scooters are lower and less expected.

Avoid riding in heavy rain, since small wheels and painted road markings are a poor combination.

Buying one

Check for the road approval documentation before purchase, and confirm the insurance sticker can be obtained for that model. A scooter without approval can only be used on private land, whatever the listing says.

Check the range honestly against your actual route, since quoted figures assume a light rider on flat ground.

Batteries

Charge on a hard surface while awake, use the supplied charger, and never block an escape route with a charging scooter.
