Electric Scooters in the Netherlands

Why most are not road legal, what is allowed, buying sensibly and battery safety

The Netherlands has one of the strictest positions on electric scooters in Europe, which surprises visitors and buyers alike.

Light motor vehicles must be individually approved and registered to be used on public roads in the Netherlands, and the large majority of electric scooters sold online have no such approval.

Without it, a scooter may only be used on private land. Riding an unapproved one on a road or a cycle path risks a fine and confiscation, and there is no insurance behind it.

A small number of approved models exist and carry the necessary documentation and a registration plate. Check for that before buying rather than afterwards.

What is allowed

Bicycles and legal electric bicycles — pedal assisted, limited to 25 km/h with a motor no more than 250 watts — are the practical answer, and the Dutch cycling network is built for them.

Rules differ across the border, so a scooter legal in Germany or France may not be usable here.

Battery safety

Lithium battery fires in scooters and e-bikes have caused a rising number of serious house fires. Use only the supplied charger, charge on a hard surface while awake and present, and never in a hallway or anywhere blocking an escape route.

Avoid cheap aftermarket batteries entirely, and never bin a lithium battery.

Cycling in the Netherlands

Cycle paths are for bicycles and mopeds where signed, and pedestrians, phones and wrong-way riding are all taken seriously. Lights front and rear are required after dark and enforced.

Hire bikes are everywhere and are the simplest way for a visitor to get about.

If you already own one

Check whether your model has type approval documentation before taking it anywhere. Selling it on within the country does not change its status for the next owner.

Insurance

Third-party liability insurance is normal in the Netherlands and worth having for any wheeled transport.

Visiting with a scooter

Do not assume a scooter legal at home may be ridden here, since approval is national. Hire bikes, trams and trains cover almost everything a visitor needs.

Check the rules again before travelling, since several countries are revising them.

Riding safely

Small wheels are unforgiving of tram rails, cobbles and wet paint, all of which are common in Dutch cities. A helmet is advisable whatever the law says.

Lock anything wheeled properly, since bicycle theft is common in Dutch cities.

Check the rules again before travelling, since several countries are revising them.

Buying

Check where you will actually be able to ride it before spending anything.
